I think it holds true today just as much as ever though: "It is better to file too many bugs than not enough. " I'd rather have the devs mark a bug as a dupe than me not report it and it go unnoticed for a longer period of time. Just my two cents... I worked in QA for 3-4 years and now I work as a developer.
